What is the history of BCARC?
- < 2005 – not-so-good Safety Record for industry
- 2005 – WorkSafe BC - industry must address their safety record
- 2005 – BCARC registered as Non-Profit (under BC Societies Act) by a contingent of Vancouver/ F. Valley firms
- 2006 – industry/ WSBC begin serious discussion of creating a fully functioning Health & Safety Association (HSA)
- 2007 - WSBC and BCARC signed a 5-year formal "HSA" Agreement complete with a funding commitment
- 2008 – BCARC appointed an outside Executive Director (October) – formal Business Planning, Goal-setting, Budgeting commenced
- 2009 – BCARC Technical Committee created – some of the best Health & Safety pro's in our industry met with a "common cause"
- 2010 – SSA and SOS Projects begin
- 2011 - AGM - over 75% of Industry attended (assessable payroll)
What is the purpose of BCARC?
- Advocate for Health & Safety in the workplace only and for no other purpose
- Co-operate - create conditions for employers to willingly set aside their competitive differences to work on industry Safety issues
- Educate – develop an "OHS Learning Resource Centre" for our industry workers
- Communicate – bring the OHS message to all players in all BC regions at all times
Who Funds BCARC?
- 120 Restoration Contractors in BC fund BCARC
- Each pays an annual levy to WSBC...
- ...a small portion of that levy funds BCARC
Levy formula:
- WSBC establishes the Base Rate levy for the entire industry
- Base levy is then surcharged/discounted based on their Claims results, safety programs, etc.
Who runs BCARC?
- Every restoration contractor in BC is a BCARC member (120) by virtue of the WSBC 'dues'
- Board of Directors (12) set annual Business Plan, Budget. They direct BCARC matters.
- Directors elected by the BCARC members (at AGM).
- WorkSafe BC attends BoD meetings (no vote)
- Executive Director is appointed by the Board

- We built a virtual school for safety
- Created by BCARC Technical Committee (industry co-operation unprecedented)
- OHS Training for all worker levels (15 courses)
- Emphasis on new and young workers
- Effective, efficient delivery
- Combo of on-line and hands-on training
